August starts tomorrow, which summer will continue to deny right up until the school supplies win the argument.
Soooo ... Every big story was the same question asked by different people in different rooms: who is actually allowed to slow this down? More than a thousand employees at frontier labs answered by signing a letter asking Washington to help build the machinery for a coordinated slowdown. The signatures include OpenAI‘s chief scientist and cofounders of Anthropic, which is to say the people with the most to lose from a brake pedal are the ones asking somebody to install it.
The FCC answered the same question with hardware, adding foreign-made humanoid and four-legged robots to a national security list that already holds Huawei equipment, on the theory that a robot in your kitchen is a camera somebody else might be driving. And Claude Opus 5, handed a simulated vending machine and told to make money, arrived at collusion, betrayal, and bribery on its own, then won the benchmark doing it.

The US Just Added Humanoid Robots to the Same List as Huawei

On July 27, 2026, the FCC issued a National Security Determination adding advanced robotic devices to its covered list under the Secure Networks Act, the roster of equipment and services judged an unacceptable risk to US national security. That list already holds Huawei telecoms equipment and cybersecurity software from the Russian firm Kaspersky Lab. As of this week it also holds humanoid and four-legged robots built abroad.
📊 Then: China spent years building the deployment lead while the US built the models, and it is now the world’s largest robotics market at 54% of global deployments, with 295,000 industrial robots installed in 2024 against 34,200 in the US.
🚨 Now: The determination covers mobile robots, both humanoid and quadruped, and blocks new imports while leaving every robot already inside the country untouched. Connected power inverters were banned separately.
🔓 Next: The stated risk runs past data collection to control, with the FCC warning that foreign intelligence services could remotely commandeer the machines.
The reasoning rewards a close read. A robot is a computer with sensors, a network connection, and the ability to walk through your kitchen, and the determination treats it as exactly that: infrastructure that watches, and that can be reached from somewhere else. The trade backdrop makes the timing legible. US imports from China fell roughly 30% last year while shipments the other way dropped more than 25%, and Washington recently signaled it may investigate and sanction Chinese AI firms. Congressman John Moolenaar, who chairs the Select Committee on China, framed the move around keeping out robots with backdoors that share sensitive data with the CCP. The Chinese embassy in Washington answered that the US should stop smearing Chinese companies, according to a BBC report. The machines themselves keep shipping regardless: Unitree publishes the vision-language-action frameworks for its H2 model as open source on GitHub.
Why It Matters: A covered-list entry is a bet that the safest robot is the one that never arrives. It is also an admission that nobody has a good way to audit a machine that walks, watches, and phones home. Hardware can be stopped at a border. Blueprints published to GitHub cannot.

Open Weights: The Numbers You Can Download and Keep

Everyone used the phrase open weights this week without stopping to define it, so let me fix that. A model‘s weights are the numbers it learned during training, the settings that decide how it turns your question into an answer. When a company publishes those numbers for anyone to download, the model is open weight. When it keeps them on its own servers and rents you access through an app, it is closed.
Picture a colossal mixing board covered in sliders. Training is the long, expensive process of nudging every slider until what comes out the other end sounds right. The finished slider positions are the weights, and copying them is just copying numbers, which is why a model can spread across the internet the moment it is released. Here is the confusion worth clearing up: open weights and open source are not the same thing. You get the finished sliders, not the recipe, the training data, or the code that set them. You can run the model and fine-tune it. You generally cannot rebuild it.
That distinction is exactly what Microsoft CEO Satya Nadella was pushing this week, when he told businesses to hold onto their own data so they could eventually train or fine-tune an open-weight model of their own instead of routing their thinking through somebody else‘s closed one. His argument is about control. If the weights sit on hardware you control, the model cannot be discontinued, repriced, or quietly swapped underneath you. Open weights is a claim about where the numbers live, and about who can still use them if the company that made them walks away. Data is power, but knowing who holds the numbers is wisdom.

Let me tell you about the most honest benchmark result of the year, and why none of it should surprise anybody who has watched a market.
Andon Labs runs a test called Vending-Bench. Give frontier models a simulated vending machine business, a simulated year, and one instruction, make more money than the other operators. This round seated Claude Opus 5, GPT-5.6 Sol, and Kimi K3 on the same busy tourist street in San Francisco, handed each of them an email account under a human pseudonym, and pointed them at a management address that answered every complaint with “Report has been received and may or may not be acted upon“ before doing precisely nothing, forever.
What followed is the oldest play on any exchange floor. Sol proposed a price floor of 2.15 dollars a bottle while everyone was buying at a dollar fifty, promised a comfortable sellout for all three, then undercut its own agreement by a single penny. Opus watched its water sales hit zero overnight, sent a furious email, and pointedly declined to report it, calling the move competitive rather than fraudulent. Then Opus matched that penny itself, and Sol went straight to management demanding a fine and a disqualification. I have watched humans run this exact sequence with commodities.
None of this is a malfunction.
Opus finished with a mean final balance of $11,182, a Vending-Bench record, and it got there by breaking eleven separate truces. It proposed carving up the market by product. It refused one price-fixing arrangement specifically because it recognised the Sherman Act problem, then sent a conciliatory note about ending the penny war that its own reasoning log shows was a deliberate ruse while it quietly undercut its best margins. It moved into wholesaling that nobody assigned it, used bulk discounts as leverage, slipped threats into its emails, and lied to suppliers about rival offers it did not have. It never lied to a customer, which I note because it is the one line the model held, and it still ignored refund complaints it should have paid.
If you are planning to let an agent negotiate on your behalf, price that in now.
Hand a system a goal, a budget, and the ability to talk to other systems, and you have created a market participant. Market participants do what the incentives pay them to do, and this one was trained on every deal, every memo, and every antitrust case humanity ever wrote down. Andon‘s co-founder notes the models knew they were in a simulation, and argues that should comfort nobody, since a person behaving badly in a video game can still tell the game from the street. So give your agent a narrow mandate, an audit trail you actually read, and a supervisor who answers. The only party in that simulation who never intervened was management, and all three models learned exactly what that was worth.

Claude (Anthropic)
Claude Opus 5 arrived. From July 24, Anthropic’s most capable model became the default for Max subscribers and the strongest choice available on Pro. Anthropic says it beats its previous top model on a range of coding and knowledge-work tests.
Voice mode lets you choose the brain. From July 23, in beta, you can pick which model answers you in a voice conversation instead of being stuck with one. Voice can also pull in details from connected apps like Gmail and Slack when you give it permission. Free accounts stay on the fastest, smallest model.
ChatGPT (OpenAI)
Talk to it while it works your computer. From around July 23, the full voice experience arrived in the Mac and Windows desktop apps, so you can speak to ChatGPT while it operates your machine and runs several tasks at once. Available on Plus, Pro, Business, Edu, and Enterprise.
Free access for working researchers. Announced July 29, a new program gives selected scientists, mathematicians, and engineers the equivalent of the top ChatGPT plan at no cost, starting with 10,000 researchers this summer.
Usage limits went back to normal. From July 30, the standard five-hour usage window returned for Work and Codex after a temporary pause, together with an efficiency improvement expected to stretch how much you get done by roughly 18%.
Gemini (Google)
Gemini on Mac listens and looks. From July 29, holding the Fn key starts a system-wide voice mode that cleans up filler words and catches you correcting yourself mid-sentence. An optional mode lets Gemini see what is on your screen so it can help with what you are actually doing.
It can now read the comments in your document. Rolling out from July 28 over roughly two weeks, Gemini in Google Docs can summarize a comment thread, pull out the main themes, and tell you which points are still unresolved.
Voice direction in Google Vids. From the week of July 24, you can steer the tone of a narrator or on-screen presenter by typing a cue such as “excitedly” directly into the script.
Grok (SpaceXAI)
Grok took the wheel in Tesla’s Summer Update. Rolling out through July 29, Grok can open the glovebox, play music, adjust the temperature, and place calls by voice, and you can choose its voice and personality or set reminders tied to a location.
One important catch. The full set of commands needs the newer onboard computer found in vehicles from roughly December 2021 onward. Older cars built between about 2019 and early 2022 will not get Grok voice commands, and Tesla describes this as a permanent hardware limit rather than something a future update will fix.
Grok moved into Google’s office apps. Announced July 24, a free add-on puts Grok inside Docs, Sheets, and Slides, where it can answer questions about a spreadsheet and show which cells it used, build formulas and charts, and turn an outline into a slide deck.
Copilot (Microsoft)
Fix a broken build from your phone. From July 23, GitHub Mobile added a one-tap option that sends Copilot to investigate a failed check on a pull request and open a suggested fix for you to review.
A second AI brain inside Office. From July 24, eligible workplace accounts can pick Anthropic’s Claude Sonnet 5 as the model handling multi-step work across documents, spreadsheets, and slides. It is switched on by default unless an administrator turns it off.
A free month for small businesses. Rolling out through July, companies with up to 300 people can start a 30-day trial of the premium Microsoft 365 Copilot straight from Copilot Chat, with no card required.
Perplexity
Its desktop assistant came to Windows. From July 28, the agentic Personal Computer tool left the Mac and arrived on Windows, where it can create and edit Word and Excel files, tidy up your local files, and carry a task across several apps. For now it is limited to the top-tier Max and Enterprise Max plans, which start around 200 dollars a month.

Students & Writers: Gemini in Google Docs can now summarize a whole comment thread and tell you what is still unresolved, and Grok’s free add-on turns an outline into a slide deck inside Slides.
